The City-County of Butte-Silver Bow is soliciting written Statement of Qualifications and Experience from qualified lifeguard provider for the Lifeguard Training, Lifeguard Services, and Lifeguard Administration for Butte-Silver Bow Water Park “Ridge Waters”.  The Lifeguard Provider will provide certified Lifeguards who meet American Red Cross or YMCA standards of lifeguarding for the Butte-Silver Bow Water Park “Ridge Waters”.  Depending on project completion of the water park the selected consultant(s) will be asked to provide certified lifeguarding services starting on the projected opening day of May 26, 2018.

Interested persons may obtain a Request for Qualifications (RFQ) containing the requirements and conditions of the request from the Butte-Silver Bow Clerk and Recorder’s Office, County Courthouse, Room 208, 155 W. Qualifications must be submitted no later than 5:00 o'clock p.m. (Mountain Standard Time) February 20, 2018 at the Office of the Clerk & Recorder City-County of Butte-Silver Bow Second Floor, Room 208 Courthouse Building 155 West Granite Street Butte, Montana.

Qualifications:
Professional Requirements
The Providers shall ensure that each Lifeguard shall have a current American Red Cross Basic Lifeguarding Certificate or Lifeguard Training Certificate, or the equivalent, as well as Professional Rescuer Certified Cardiopulmonary Resuscitation (CPR) Certificate and have Automatic External Defibrillator (AED) training. Provider shall make these certificates (or copies) available to BSB prior to the commencement of services. The Provider shall ensure that legally required training has been performed and passed for all lifeguards provided for the Water Park. The Provider shall agree to perform random drug screenings if the circumstances are necessary for any Provider employee if so requested by Ridge Waters Manager or Parks & Recreation Director.

Request for Qualifications Content

1.General
A.Qualifications shall be bound and each copy shall be signed with original signatures.
B.Qualifications to be a minimum of 11 point font
C.Total page count for qualifications is 10 pages, not including cover letter and Appendices

2.Cover Letter
A.One page maximum.

3.Project Understanding
A.Describe understanding of the contract, the issues to be addressed and the Provider’s proposed plan to the complete the contract objectives.

4.Staff Qualifications and Relevant Experience
A.Provide qualifications of team to be assigned.
B.Provide an organization chart depicting personnel and working relationships.
C.Provide a specific outline and description of the support services you will use to complete the entire contract from start to finish.
D.Provide brief, but specific, outline of firm experience, information regarding specific skills or experience.

5.Workload
A.Demonstrate ability to perform the work with available staffing and resources, taking into account present and projected workloads.

6.Appendices (References):
A.Place references in Appendix B. Total pages for Appendix B not to exceed two pages.

The deadline for submitting a qualification is 5:00 p.m. (Mountain Daylight Time), February 20, 2018. Five (5) copies of the qualification shall be mailed or hand delivered to the Clerk and Recorder's Office, Room 208, Courthouse, 155 West Granite, Butte, Montana 59701.

RFQ Evaluation Process

Following the receipt of qualifications, an Evaluation Committee shall review all qualifications with respect to completeness and conformance with the instructions and requirements indicated in this document. Qualifications which are deemed non-responsive will not be given further consideration. BSB reserves the right to reject any or all qualifications and to waive any informality in keeping with the best interests of BSB
The evaluation shall be based on the information provided in the qualification. BSB may request interviews with applicants if the Evaluation Committee feels more information is necessary prior to making final decisions. If an interview is scheduled, a principal of the firm must attend. BSB will not reimburse proposers for any expenses incurred in preparing qualifications or interviews.
During the evaluation process, BSB reserves the right, where it may BSB's best interest, to request additional information or clarification from proposers, or to allow correction of errors or omissions. Unless clearly and specifically noted in the qualification and confirmed in a subsequent contract, submission of a qualification indicates acceptance, by the provider, the conditions contained in this RFQ.
Following the completeness and conformance review, the Evaluation Committee shall evaluate and rank the remaining qualifications. Qualifications will be ranked on the criteria listed below:
1.Project Understanding
a.Demonstration of knowledge and understanding of the proposed contract.
b.Demonstration of knowledge and understanding of the contract goals.

2.Quality of firm and personnel:
a.Qualifications, experience and training of staff to be assigned to the project.
b.Pertinent innovative ideas which may be presented by the provider during the course of the selection process.
c.Related firm has adequate knowledge of local conditions.

3.Capacity and capability of firm:
a.Ability to meet requirements of contract.
b.Capability of firm to meet contract time requirements.
c.Capability to respond to BSB’s requirements.
d.The firm’s record of keeping oversight costs within contract budget estimates.
e.Availability to provide liability and professional responsibility insurance.


BSB review plans only for compliance with state, federal and other applicable standards and regulations. All problems or conflicts arising as a result of errors or omissions in qualifications will be the Consultant’s responsibility.

Accordingly, BSB reserves the right to negotiate an agreement based upon fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all submittals and to accept the submittal deemed to represent the best interests of BSB.
Proposer agrees to observe and comply with all applicable Federal and State Law, municipal ordinances, and the rules and regulations of all authorities having jurisdiction over the project and specifically comply with all the rules and regulations of the Butte-Silver Bow.
